Tennessee Chiropractic Licensing by Reciprocity: Two Years and the SPEC

Tennessee calls its out-of-state route licensure by criteria (reciprocity). Under Tenn. Comp. R. & Regs. 0260-02-.04(2), you need two full years of unrestricted licensure elsewhere, documentation of your practice and any discipline, the SPEC, and Tennessee's education requirements. New licensees also take a six-hour course that includes Tennessee jurisprudence.

Tennessee licenses out-of-state chiropractors by criteria (reciprocity) under Tenn. Comp. R. & Regs. 0260-02-.04(2): two full years of unrestricted licensure elsewhere, documentation of practice and discipline, a passing SPEC, Tennessee's education requirements and a character letter. Supporting documents must arrive within 60 days or the file closes.

Tennessee licenses chiropractors from other states through what its Board of Chiropractic Examiners calls licensure by criteria, or reciprocity. Under Tenn. Comp. R. & Regs. 0260-02-.04(2), an applicant needs a valid, unrestricted license in another state or regulated jurisdiction for two full years, documentation from that jurisdiction of time in practice and any discipline, a passing SPEC from the NBCE, and the same education Tennessee requires of its own applicants, along with a letter on good moral character. SPEC is required for this route, not left to discretion.

What does the reciprocity route require?

  • Two full years holding a valid, unrestricted license in another state or regulated jurisdiction.
  • Documentation from that jurisdiction attesting to the length of time in practice and any disciplinary action taken against the license.
  • SPEC, the NBCE Special Purposes Examination for Chiropractic, or its successor.
  • Education: a four-year DC from a college with status with the CCE's Commission on Accreditation, or an international college the board approves; plus, for anyone who matriculated in 2000 or later, a bachelor's degree, or for earlier matriculants, at least 60 semester hours of college work.
  • Character: one original letter, dated within the last 12 months, from a licensed chiropractor on letterhead attesting to your character and professional ethics.

What procedural rules catch applicants?

Rule 0260-02-.05(2) sets the reciprocity procedure, and two items cause most delays:

  • The 60-day clock. Supporting documents must reach the board office within 60 days of the board receiving your application, or the file is deemed abandoned and closed. Order verifications and the SPEC score release before you file, not after.
  • The photograph. A signed and notarized passport-type photo taken within the preceding 12 months, with the notary seal on the back.

The application also asks you to disclose criminal convictions other than minor traffic offenses, licensure denials or discipline anywhere, any loss or restriction of licensure, and civil judgments or settlements where you were a defendant, including malpractice. Our guide on disclosing past discipline covers how to document those.

Why is SPEC mandatory here?

The rule makes it a condition of the reciprocity route rather than a board option, and it is the trade-off for the national boards: under Rule 0260-02-.05(2)(l), an applicant with two full years of unrestricted licensure elsewhere is not required to have passed NBCE Parts 1 through 4 and Physiotherapy, but must provide proof of SPEC. Reciprocity applicants without the two years have to meet the regular NBCE requirement. The procedure rule also calls for a criminal background check sent directly from the board's vendor and a license verification from every state where you hold or held a license. If you already passed SPEC for another state, ask the NBCE to release the score; the Tennessee rule itself sets no recency window for it. If not, schedule it early, because it sits on the critical path. For the exam route, Rule 0260-02-.08 sets a minimum of 375 on each NBCE part and on Physiotherapy. SPEC Exam Pathway Support ($299 one-time) covers registration, preparation resources and the score release.

What happens after the license issues?

Rule 0260-02-.12 sets two things every new licensee should calendar:

  • A six-hour board-approved course in risk management, sexual and professional boundaries, and Tennessee statutory and regulatory chiropractic jurisprudence, within six months before or after licensure. It applies to new licensees by examination and by reciprocity, and if taken after licensure it does not count toward the regular CE hours.
  • 24 clock hours of board-approved CE every calendar year, starting the year after you are licensed. Up to 2 hours may be CPR and up to 3 may be practice management or documentation. Chiropractors who practice acupuncture must include 6 hours in acupuncture. Courses from the ACA, ICA or Tennessee Chiropractic Association need no prior approval; others must be approved at least 30 days ahead. Keep certificates for four years.

How does White Glove handle a Tennessee file?

We assemble the whole reciprocity packet before it is filed, so the 60-day clock starts with everything lined up: verifications, SPEC release, transcripts, the character letter and the notarized photo. License by Endorsement is $499; board and NBCE fees are separate, and the board decides. Annual Renewal & CE Compliance ($299 per license, per year) keeps the 24-hour count and the six-hour new licensee course on schedule. See the Tennessee page.
